EmpoStar with Phione huh?
Well, personally i like this structure:

as of now because I don't have 3 prinplup my pokes look like this

i feel empoleon lv x has very limited uses as the damage spreading ability of the MD empoleon far surpasses the DP and lv x one. hand control is nice but the attack isnt good enough to take the place of another regular empoleon. the DP is in there as a tech, mainly for aqua jet as i wont risk damaging my bench plus the possible 20 damage is nice (rarely use this however).
i like this thick omastar line because 1)it increases my chances of drawing a basic 2)it decreases the chances of omanyte being prized when a attach a water energy to helix fossil (used to run 2-1-2 and i hated having a prized omanyte) and 3)omastar PK (tech that i use more often than the omastar MD oddly enough) is extremely flexible. pull down for one colorless energy (works extremely well with call energy) seems almost unfair. plus if i need to hit hard i can drop a scramble on him for 70 in extremely (EXTREMELY) desperate situations.

I think that the best would be:
4 Piplup DP
2 Prinplup DP
3 Empoleon MD
1 Empoleon Lv.X
You could play 1 empoleon DP if you think you need that extra 10 damage from his first attack, but i personally prefere the MD empo.
Empo lv.X it a really nice sniper. He could kill your opponent's claydol and earn you your last prize.
For omastar i'd go like this:
2 Helix(if you could afford to play 3 it would be better, but space is a bit tight sometimes)
2 Omanayte
2 Omastar MD
1 Omastar PK
Playing a fossic excavator could help in getting that Helix fossil, but it's not necessary)
and playing 3 SSU could be really helpful.
And then for phione:
3 Phione
3 Call
3 Roseanne's
i don't like playing 4 call since you won't need it after the first few turns.

I have to say, 3 Empoleon MD, 1 Empo Lv. X, 3 Prinplup Dp, and 4 Piplup Dp,No Question! That is the Best line I have experimented with!
