I think this is in the right place. I have 2 questions about Empoleon Lv. X

1. Supreme command is marked as a pokebody, but the card says it's a poke-power in its effect. Which is it?

2. Would the not being able to attack effect of Empoleon lv x's attack go away if it goes to the bench or if it was de-evolved and then re-evolved?

It is a Poke-Power.
The effect is on the opponent, not on any Pokemon in play. There is nothing that would end the effect, other than what is stated as the effect of the Poke-Power.

Jimmer answered regarding question 1, the Poke-Power.

as for 2:

Yes, if you go to the bench, it removes the effect and you can attack next turn.
Devolving and evolving will also do it, but bear in mind that there is no current way to evolve and Level Up on the same turn.
