Empoleon lv X's attack says, "empoleon cannot attack next turn." at the end.
so my question is if you use that attack can you warp point/switch/retreat to another empoleon and attack or does the effect go for empoleons on the bech aswell?
Yep. Going to the bench removes that effect. Not only could you attack with a different Emp LvX (that was never affected by that effect anyway), you could also switch back up the original one and attack with that one.
