The idea here is to set up Empoleon and Eels rather quickly. This requires either Lapras and support or Level Balls and Poke Comms. I have a variety of draw support to aid in this.
Empoleon is both a draw support for quick setup of Zek and Zek EX, as well as a heavy hitter in itself. With 1 energy it can deal 20-120 damage.
Techs include Heatmor for Durant, Zapdos for sniping, Thunderus for early discarding of Lightning.

It needs some work, obviously. Suggestions?

Drop Empoleon, it isn't helpful in Zekeels. Drop Heatmor, as Zekrom already has a favorable matchup against Durant. Drop Zapdos, as it is outclassed by Raikou. Here is what I would run:
