Peck isn't exactly good. I'd just give it Steel Wind instead or something. Also, Drill Peck has already been established as a pure damage attack in the TCG, so you'll need a new name.
 
Yeah, Sweeping Tide sounds good.

Um, I meant to say Steel Wing, not Steel Wind. I meant for it to have an attack like, 60, reduce 20, for [M][C][C].
