Energy Recycle System

Search your discard pile for basic Energy cards. You may either show 1 basic Energy card to your opponent and put it into your hand, or show 3 basic Energy cards to your opponent and shuffle them into your deck.

My Question is: Since it doesn't says "UP TO", Do I Must Shuffle 3 Energies to my deck or can I Shuffle 2, 1 or none?
 
This is exactly like Pokemon Retriever.
You must do one to the hand or three to the deck.
No choosing two for the deck.
