Only if you have something like Rare Candy or Broken Time Space. If you do not have these, or another way to circumvent normal evolution rules, then you have to wait until next turn to evolve.

Refer to the Rule Books where it states a Pokemon must be in Play for one full turn before you evolve it. This is the same situation. Once you devolve an Eeveelution, the Eevee simulates being put into play that turn. So normal evolution dictates you must be in play for one full turn, and there you go. BTS and Rare Candy get around this.... hope that helps clear it up a bit.
