Evolution- Now or later?

Well after 70+ hours of playing my Ruby version, I finally caught a Staryu (yes, I know its embarrissing). Its a lvl 25 and im in this little debate with my self...

one half of me says to raise it a little bit and then evolve it. The other half says to evolve it now since it has an attack I plan to use for my Starmie moveset (Recover, Surf, Thunderbolt, Psychic will be the moves for the moveset). So here is my question...

Should i evolve it now, or should I let it gain some experience stat points, and then evolve.

Any help would be necessary. Thanks a bunch

Definitely do it now. It already has Recover and the rest of the moves you plan to teach it are from TMs. So why not let it's stats get a jump start.
 
Stone evolution (aside from Eevee, but even then you might still want BP) should wait until the Pokémon knows the moves you want... but if it does already, just evolve it.

I suggest evolving it now, if it has the moveset you're going to use. I did the same thing with my ninetales. I had no intention of using its last move it would learn as vulpix, so I evolved it after it got the last move it needed naturally.

Besides, are you really going to use those other attacks Staryu is going to learn?
