Exeggcute and Ultra Ball

Someone has suggested to me that you can use one Exeggcute to fulfill the requirements of Ultra Ball by discarding the Exeggcute, using its Propagation ability to put it back in your hand, and then discarding it again. Is that permissible?

It seems incorrect to me, since the wording of Ultra Ball suggests that the two discards should be simultaneous, not one card at a time. Thanks in advance for the clarification.

No, that's not possible.
You have to complete one action before you can initiate another, voluntary, action.
In this case, the action is the complete play of the Ultra Ball, including the discards, the search, and the shuffle.
