Feraligatr's poke-power Rain Dance says that as often as you like before attacking, you can attach a water energy card from your hand to ONE of your water pokemon. Does that means that if I have 2 water pokemon in play that I would have to choose which will get the energy or can I distribute them to both of my water pokemon as I see fit?

The trick is to realize what you are doing. The problem is that people short cut multiple uses into one action.
But it's not!
Each time you use the Power, it is a separate use. So, for that one attachment, you are attaching it to "one of your Pokemon".
Now you're done.
That use of the Power is finished.
If you wish to use it again, you start fresh.
You get to choose a new "one of your Pokemon" as the target of the placement.
