If I play a Tool Scrapper while both players have one tool in play, would I have to discard my own one?

Is the only way you can deck out in the game by going to draw for the start of your turn, and having no cards left? So could I play a Juniper with 2 cards left in my deck for example and win that turn?

With Terrakion EX's Pump Up Smash, do you have to attach two energy cards from your hand in order to use the attack? Also, what if I have an energy in hand, but don't want to put it on the field?

Are all plastic Pokemon coins legal in tournaments?

1. No. This is one of the few Pokemon cards that says "up to".
You do have to discard at least one tool though! You don't get to just dump the card to clear your hand.

2. Correct. Having no cards in your deck is only a problem if you can't draw a card to start your turn.

3. No. It was ruled that the hand is a private zone. So you can "fail" the attachment part if you wish.

4. No, not all. Just those from Pokemon Theme decks released since Ruby & Sapphire. Others may or may not be allowed.
