Finding Feebas

6 fishing spots on all of Route 119, randomly generated whenever the Dewford saying is changed. Fishing spots sount where the line drops, not where you're standing/surfing.

Use Surf, then systematically try every possible square on the river, fishing each spot a few times just in case one of the real spots gives you a Carvanha instead.
 
the easiest way to catch Feebas is to trade for one with someone who actually found it. Thats what I did.... Most people are nice enough that if they find/catch Feebas to breed them trade with others.

On a side note, even though I traded for my first Feebas, I found him myself on a fluke. I was fishing for Carvanah for AT EV training, and stumbled into a Feebas spot....

To catch your own Feebas, try each and every square, start either at top or bottem and just work your way down, searching like 4-6 times in each spot. Not easy, but its the easiest way
 
Be sure to catch a lot of Feebas at that spot. The goal for your Feebas is to evolve into Milotic, which is something useful. Be sure to catch a lot because certain personalities hates dry pokeblocks.

Go to dewford talk to the guy and change it to Beautiful Feebas, that is how I found my feebas the location is 119 go all the way down, cross the second bridge when you get to the water go over by the trees face the water then move 2 spaces to your right that should put you right on that first little corner fish right there. I t may take a few minutes but you will get one .I did this for the neighbor boy. I hope this helps:)
 
I just trade my Zapdos for one and it turned out the guy doesn't know how to make it evolve so he gave it to me(i have two zapdos) it turned out that the febas is a fast grower cause it cauht up to my mettagross(which i also got in a trad) :

To catch feebas goto the TOP of the waterfall near fortree city and fish there you may need to be very p[atient you can also can baroach in the same area (note: fish near the edge of the fall use a surfing pokemon)...you're welcome
