First Ticket and Bicycle

As First Ticket no longer has a gameplay effect, can it even be played? It seems that would violate the meta-rule of no trainer can be played to no effect. How can a card that cannot be played be a legal deck component?

I presume as well that you cannot Bicycle for 0 for the same reason, right?

It cannot be played with the current rules.
It can be used as a discard for things like Ultra Ball.

You cannot play Bicycle to draw zero cards.
