Fossil basic Muk versus Aggron ex

When Aggron ex CG is active eagainst an opponent's active Muk (ex or fossil) that is being treated as a basic pokémon, can either player use benched pokémon powers?

Would Aggron stop Toxic gas meaning benched powers are not stopped by Toxic gas, or would Toxic gas stop Intimidating Armour and all other powers?

Fossil Muk ignores all Pokemon Powers, except Toxic Gas. Pokemon Powers includes both Poke-Powers and Poke-Bodies.

Muk ex turns off both Poke-Powers and Poke-Bodies.

So, if Toxic Gas is in effect, there will be no Intimidating Armor effect to turn off Toxic Gas on a 'basic' Muk/Muk ex. Toxic Gas, so far, has trumped all other Pokemon Powers, Poke-Bodies and Poke-Powers.
 
In addition, under what circumstances could they be treated as basics??

Please don't ask hypothetical questions here.
Only ask questions that could actually come up in game play.
