Frozen City and DCE

I got a ruling that DCE attachment to a non-Plasma Pokemon when Frozen City is out puts 20 damage on the Pokemon, not 40. I presume this is correct as neighboring players seemed to know it. Has this been errata'd? The wording on the card seems clear enough to me; energy not energy cards.

There is a published ruling on this.
One of the reason we have so many rulings is because of variations in the text between Japanese and English, and the card creators intent.
