Gallade and effects of attack

Does Gallade's Sonic Blade affect Wormadam (sandy cloak)? if it does, wouldn't it affect Lucario Lv X?

A better question would be, is the damage caused by Sonic Blade an effect?

Sonic Blade "places damage counters" which is an effect of the attack. Sandy Cloak prevents "all effects of attacks, excluding damage" so it would prevent the effect. Lucario LV.X Stance prevents "all effects of an attack, including damage" so it prevents it as well.
