Garchomp Lv X and Legends

I was wondering if you could pick out a complete Legend with this. If it can, can the Legend be a 2 Pokemon card or a single? Ex: Raikou & Suicune LEGEND, or Lugia LEGEND

Attack-
Restore: Search your discard pile for a Pokemon (excluding Pokemon Lv. X) and put it onto your bench as a Basic Pokemon. Then, you may search your discard pile for up to 3 basic energy cards and attach them to that Pokemon.

ya, Restore looks for 1 card, legends are 2 cards
