General Game play ruling

Sorry, but this question doesn’t conform to the rules set out above.

In regard to first turn drawing by the person playing first, what would be the appropriate penalty:

- Gameplay rewind, show the card to the opponent, then shuffle into the deck, continue play. (hard to enforce putting appropriate card back into deck)
- Same as above, with prize up/down penalty
- Loss of draw and hand, play passes to opponent due to lack of options by first player.

Due to the seriousness of the situation, with such a radical change of procedure, option 3 seems to be the most fair of the options. The later option was based upon the cleffa ruling and was used by the judges at the Toronto R/S challenge and Sandstorm pre-release.
 
Geez.
Three is harsh. The Cleffa ruling involves a shuffling of the hand into the deck, creating an unwindable situation.
Unless something unwindable happens, this is just an inappropriate draw and look at a card.
Penalty is showing the card to the opponent, shuffling it back into the deck and a warning as a start. If it happens again, you can move up to the harsher penalties.
