I saw this German HGSS Snowflake Delibird promo, and I have literally no idea where it comes from or why it exists. Does anyone know what this promotion was, or what it was released in? Are there any more like them?

As far as I can tell it is not in fact a promo. It is just simply a HGSS Delibird, but in German instead of English.

I found an English League promo on eBay, but no German promos.

Do you know how they were released? Was it the same sort of thing as the 2008 advent calendar?

The same as the 2008 English Box. But these are different cards then the English ones.
I got the complete set.

If you plan on getting it, you should try finding the box..it'll be much easier to collect them all
