i finally figured out an easy way to get milotic. the hard part was catching feebas. on average, feebas caught in the wild are level 20-25. their stats usually don't max out before they won't eat anymore pokeblocks. so try this.......catch a male and female feebas, breed them at daycare. when the egg hatches, it will be at level 5. feed it 6-8 pokeblocks made from kelpsy berries and raise them up a level. they will evolve into milotic. then you can raise it into a more useable pokemon.
 
ive been done that months ago...yeah..its useful way to get good pokemons....
like you can hatch so many eggs till you get useful nature...
 
The hard thing is catching Feebas since it is the rarest Pokemon that has ever been in any game. It took me 3 hours to find it but only 5 minutes to evolve it.

:nonono:For 1/2 hour i've been searching for info on catching Feebas and all I've found Is people saying "once you see a feebas, catch 2" Well I got news for you, and It shouldn't be news...YOU DO NOT HAVE TO CATCH 2 FEEBAS TO BREED IT. GO CATCH A DITTO AND BREED IT WITH THAT. DITTOS CAN BE FOUND AT THE END OF THE FOSSIL MANIAC'S HOUSE IN FALARBOR TOWN, ONCE YOU BEAT THE ELITE FOUR...:biggrin::biggrin::biggrin::lol::lol::lol::mad::mad:

Well, aside from the fact that Milotic learns Hypnosis through an Egg Move, the advantage of catching multiple Feebas is that it lets you compare IVs on them, to see which one you might want to breed with a Ditto. That, and some of us like to use Pokemon in different Balls than Poke Balls.
