Heal Energy/ potion energy

Hello. I was just wondering if someone could answer a question for me:

Could we use the potion energy that was released in the original Team Rocket set, along with
Heal energy that was released the in Deoxys set, in modified format in tournaments. The wording
on the cards are the same except that heal energy says, "... excluding pokemon EX".
