can you please help me with this deck as i want to have it stronger before i go out and get all the cards.

7 basic metal
2 Double colourless energy

the strategy is to start with skarmory and accelerate energys onto cobalion or scyther/scizor if cobalion is unavailable. cobalion locks the opponents attacks. scizor stops special energy abusers and is a great revenge killer. eviolite and special metal help cobalion tank. ability samurott's attack does 3 of any energy for 70 so it OHKO's reshiram's. plus powers help ALOT, they allow cobalion to OHKO cinccino's and roserades, samurott to OHKO ability emboar and scizor to OHKO various 120HP pokemon for 4 energys.

I had plans on building this exact deck, Let me know how it does for you. I would also look into adding Junk Arms to get more use out of the plus powers and eviolites.

You're not allowed to use scissors in organised play, you can however use Scizor :p

But I would recommend the Junk Arm option, as you seem to have a lot of 2 counts for trainers, and not many 3 or 4 counts. Also up the collector to 4, especially for a deck like this, it really helps the consistency.

Adds a lot more constancy to the deck and more junk arm fodder. You could probably drop Cleffa for a 3rd Plus Power, a 3rd catcher or a 4th Junk Arm. It's really up to you.

I run a very similar deck but use 4-3 Beartic instead of Samurott. It actually works really well and has won several match-ups against Reshiram decks and Zekrom variants.
I like Hayden's suggestions for trainers/supporters. Although (in my experience) I would:
-1 Communication
+1 Switch

That card has saved by tail countless times against deck without Vileplume. :)
All in all, great deck!
