Since the Legends aren't actually Pokemon unless both cards are present can you use a card that searches for a Pokemon to get a Legend card?
Also a little confused whether you can get the out with a card that says "Basic Pokemon" since the words "basic pokemon" aren't on the cards.

As far as I understand, they are counted as pokemon but they cannot be brought into play unless you can play both simultaneously from your hand onto your bench, so you can only recover them if the card/attack/Power/Body specifies "pokemon", not basic pokemon and evolution cards. And only one half at a time.
 
also you cannot start with a legend because it is not considered a basic pokemon
when you make a deck of legends you would have to have at least 1 basic pokemon in your deck
when referring to a legend it is Considered an "Unevolved Pokemon" when it is in play
