Ok, this is my attempt at a Hippowdon deck:
Pokemon:
4x Hippopotas rr
3x hippowdon rr
1x hippowdon x
2x Sandshrew sv
2x sandslash sv
1x Groudon la
2x unown r
1x jirachi rr

T/s/s:
3x Night Maintenence
3x Roseanne's
3x Premier Ball
3x Poke Radar
2x Pokemon Rescue
3x Volkner's
4x Expert Belts
1x Level Max
2x Underground Expidition
1x Luxury Ball
1x POV
2x Bebe's

Energy:
16x :fighting:

Ok, basic premise for a hippowdon deck (save sand for lots of damage, lvl up for HP's and sand reset for the lulz), sandslash for getting out energy. Groudon if I start with it to fuel my hippos, otherwise it stays in the hand. Jirachi/unown R........ I had extra space and couldn't think of anything better, prolly replace with a 1/1 claydol line. Any suggestions?

Sand Reset is truly the most lulzy power in the game.

Okay, maybe not.

-1 Jirachi
-2 Unown R
-1 Night Maintenance
-3 PokeRadar
-3 Volkner's
-2 Underground
-3 Premier Ball
-4 :fighting:

None of those are really terribly good. You can keep some in if you want or don't have the cards for below, but... You also probably don't need that many Fighting energy, honestly.

+2-2 Claydol 2 Claydols is wonderful for consistency if you own them.
+2 Groudon LA I like the idea of Groudon starts. Go for more. You can even Major Earthquake to set up energy in the Discard Pile to use Save Sand with.
+1 Roseanne's Research
+2 Bebe's Search Bebe and Roseanne make the core search supporters of this format. Why wouldn't you run them in 4s?
+1 Palmer's Contribution Lots of energy or Pokemon back in play with one fell swoop.
+1 VS Seeker Free supporter!
+2 Cynthia's Feelings Oh yeah. Drawin' lots of cards.
+1 Looker's Investigation Something about playing Looker's RIGHT before you Sand Reset screams lulz to me. Especially if you can Double Shoot a Claydol for KO somehow...

There is probably lots of stuff I am missing here. You have five spaces left over... and you also still don't need that many Expert Belts. But that might give you some ideas.

Edit: OH! Toss in 4 PokeHealer+s from Stormfront. Lovely card.

Haha, probably not, Exercise might be XD

I only run x3 roseanne's because that's all I have :p
as for bebe's. I'm not exactly fond of them. Idk why, but I never win when I get them.
Groudon LA is nice, but I don't like being bench killed, or wasting 3 energy to retreat the thing (or the offchance I play the one person in the world who uses Electivire Lv. X ), but it does help the deck quitre a lot
Cynthia's is a good idea, idk why I never put them in, and looker's does add a nice touch
I myself would keep pokeradars, because they are very nice in the offchance they work
but overall, the advice was good. thanks :thumb:

Oh, hey. Groudon's retreat is kind of sucky.

I would put in two more Groudons just to increase your odds of starting with it. You don't need to play more once you get that first one out there. To help with the retreat, add Switches or Warp Points.

And not a problem, anyone whose strategy includes the word "lulz" is like, automatically a cool person as far as I'm concerned ;P
