You could use Spiritomb to start, to Darkness Grace up your Combees to Vespiquens, and use Unown P to drop a counter on the Benched Vespiquen.
A Call Energy would get you running, but obviously going second with a Collector would be better.

Not being able to belt Vespiquen could be a problem, but not a huge one, and finding the berries is also tricky. Green Dignity helps, if you take the first prize, but that's not overwhelmingly likely.
Pokemon Contest Hall is a potentially viable stadium to help you replace an attacking Combee/Vespiquen, and replace the Berry.

Rainbow energy is also a good way to get damage on a vespiquen. Energy Exchange unit will most likely be in UD and should help a lot.

Aslo, I'd include one of the UD Vespiquen. Bench protection is always nice. :)
 
Vespiquen also has a nice draw engine with Unown R + Honey combo. Definitely usable.

With that being said, I wouldn't put too much effort to the new 30hp combee. It's just for sweeping a couple of last prizes when you have everything else up. Just use your Spiritomb to get out Vespiquen UD first, your bench is protected and you can charge your stuff pretty freely. You could even try 1-1 Sunflora to get stuff like Cherrims up. There's no real rush, as your bench is protected and Vespiquen works better from behind.

What would I put out to stall in the meantime though? Even with the bench protected, I can't think of a decent grass tank off the top of my head that isn't a stage 2.
 
Vespiquen SF isn't that bad of a tank once you get a few Cherrims out. Maybe Belt the first Vespi to stall better, memory berry the ones on the bench. Retreat when you can't hold off much longer, then sweep up with your Berry-bearers.

Leafeon RR might be an ok grass tank, with it's ability to heal and what not.

Or just use Vespiqueen + Cherrim. Also, if you want, try using Land Shaymin Lv.X for +40 HP.
