Hooligans Jim & Cas vs 0 card hand

A situation came up where a player played Hooligans Jim & Cas while the opponent had no cards in there hand. I was wondering if this was allowed. I ask because I see two possibilities: the card having no effect due to there being no cards to shuffle, thus the "a card cannot be played if it doesn't do anything" rule comes into play. OR the effect being that the opponent's deck is shuffled and the effect of the one supporter allowed per turn is satisfied, thus Hooligans can be played.
 
No, that would be playing a card when it is known to the game that it will have no effect.
Shuffling a deck is never considered a sufficient effect by the game.
