How can I send amessage to someone through the Wii?

I can't seem to do it with a friend, we have registered each other, but the Wii stil says we haven't, how do I solve this?

How long has it been since both of you exchanged and entered codes? It takes at least a couple of hours and sometimes I had it take a couple of days.
