How top cut is decided?

I'm just wondering, what are the player number limits for each kind of top cut? What number of players would make a top 2 cut? A top 4? A top 8?
 
From the TCPi Tournament Operations Manual:

3.3. Swiss plus Single Elimination
The purpose of this format is to run a number of Swiss rounds appropriate for the number of players in attendance, after which the top-ranked players are seeded into Single Elimination brackets and play until only one player remains. That player is the winner of the tournament.

Swiss plus Single Elimination tournaments run as follows:
The procedures for running the Swiss rounds in a Swiss plus Single Elimination tournament are the same as in Section 2.1.
  • Single Elimination: At the end of the Swiss portion of the tournament, players are seeded into Single Elimination brackets, based on their Swiss ranking. Approximately the same percentage of players per age division should make the Single Elimination cut.
  • The number of players that move on to the Single Elimination portion of the event must be a power of 2 (2, 4, 8, 16, 32, etc). This ensures that there will be no Byes during this portion of the tournament.
  • Tournaments run using Swiss plus Single Elimination allow every player attending the tournament to play in every round of Swiss, regardless of how well they do over the course of the event, while giving players without an undefeated record up to that point the opportunity to win the tournament.
Top cut varies by attendance. Maximum top cut for cities is 8 per age group.

  • 7 or less - No top cut
  • 8 to 15 - Top 2
  • 16 to 31 - Top 4

I personally still don't like this. I like how it USED to be. If you had 13 players you had a T4 and if you had 25 or more you had a T8. However that's just me. However this is the correct way to determine who makes cut in an age group.

What if the TO or PTO decided to do no cut if there are enough players for a Top2; Same question for the rest...

What happens if there are 47 players in Masters and the TO/PTO says there is only a top4 (when it should be a top8). What happens?

Certain Premier events have their top cuts capped regardless of the number of players. Battle Road has a top 4 maximum, Cities top 8, States top 8 (I think), Regionals top 16.

Beyond that, the TO always has discretion to reduce the size of the cut if they feel that it is necessary. Top cuts add a significant amount of time to an event and there are often time restrictions (like the venue closing time) that need to be dealt with. They can also, for an event with top cuts, choose to run one less swiss round than normal.
