I LOVE this deck. You all love and adore that powerhouse known as Blissey, and the new Arcanine struck me dead with his Power and I immediately threw this deck together. Blissey is a tank, and I mean one tough egg to crack. She can take damage like a sponge. And the Arcanine is a power-house. So I thought "Hey, why not combine a tank and a power-house?" Hence the name "Sword and Shield". Basic strategy obviously. Blissey just holds her place and tanks for a while, and scoops up all the energy she desires. When shes on the verge of being KO'd, you drop the Arcanine on the Bench, have him scoop some of her energies at your discretion, and have him go up and take at least 2 Prizes, hitting for a devastating 120, but throwing him down 40 to himself. But that's alright, by the time they KO Arcanine, Blissey could probably have taken about 2-3 Prizes. If you ahead with this deck it's almost sur-fire you can stay in the lead. Any fixes would be awesome. Thanks.
 
the problem is there are to many pkmn that can hit for 60.so

-2 holon adventurer
+2 buffer piece

that gives k-9 about 120 - 40=80hp
and
-2 boost
+2 D.R.E

IT REDUCES DAMAGE BUT MAKES IT QUICKER.
 
Sneasel and Weavile? You aren't even playing Dark energy, why are these in here?
Happiny also slows this down quite a bit.

-3 Happiny
-1 Sneasel
-1 Weavile
+2-4 Super Scoop Up
+1-3 Time Space Distortion/Night Maintenence

I also agree with above on the buffer piece since that might allow you to attack twice with the Arcanine.

After looking at this again I would also suggest:
-1 Adventurer
-1 Mentor
-1 Oaks
-1 Copycat
+4 Celio's Network (you need to be able to find Arcanine and Blissey quickly and straight draw just isn't going to cut it)
 
As Darkwalker says, Sneasel and Weavile seem to have absolutely no point in the deck.
I think you could scrap the Weavile line and put in two Prof Elm's. It does really work.
Celio's would help a lot but you don't realy need 4 because of Blissey's power.
I haven't been on PokeGym for long so could someone explain what TVR is?
 
I love this deck, been playing a variation and doing well.
He is my 2 cents worth but not actually my deck........

Castaway get you the timed buffer or strenght charm.
 
I think that Blissey's power is generally under-rated, espeically as a way to sniff out things like boost energy and whatnot. So Happiny is OK but I would never run more than 1 or 2.

Weavile needs to go since you have no dark energy. Replace those slots with something like Super Scoop Up.
