Information about cards not in play

If a player asks a judge what a certain card that is not currently in play does (i.e. one player plays down a Chansey, and his opponent asks the judge what Blissey Prime does), should he expect an answer?

(Apparently this is commonplace in other TCGs, but it never even occurred to me until someone tried it against me. I know this isn't a card ruling, but since the floor rules make no mention either way, I'd like to see something in print.)

How that is handled is up to the Judge staff.

Personally, I do not see myself or my judge staff as a portable Pokedex.
