Intentional draws

Hi,
I remember having read that intentional draws are no longer allowed, though I cannot recall where.
If my recollection is right, what is the best way to deal with this situation from the perspective of a judge?

They are not allowed, so there is no situation to deal with.
If two players say that they want to draw, then you tell them it's not allowed and they can either play or one of them can concede.
