Is Focus Sash an "Effect" on the Active?

Those are two different questions.
Yes, Focus Sash places an effect on the active.
However, the two effects don't interact.
Those attacks do full damage.
That is not reduced.
But then, when it is time to check for a KO, that is when Focus Sash is triggered and damage counters are removed until the Defending Pokemon has 10 HP left.
