Is it Legal to Play a Traner Card on a Pokemon with Barrier?

Say your opponent has a pokemon (such as Rhyperior) on the bench with the Barrier Trait.

Are you legally allowed to play a trainer card that targets that pokemon (say Lyscandre or Catcher) knowing that that trainer card will have no effect? Does this fall under "cannot play a card to no effect" or is this legally allowed?

Please note: I am asking about cards that would have NO effect if played upon a pokemon with barrier, not cards like Escape Rope that would produce some in game effect even if blocked by barrier.

This is different.
The effect exists, it's just blocked.
You can play a Trainer card whose effect would be blocked.
So, Lysandre could be played, and if a pokemon with Omega Barrier was chosen, the effect would be blocked.
Also, since it was a Supporter, the player could not play another Supporter that turn.
