Japanese Great cards

I have these two Great Blissey cards from Legend: Heart Gold, and I noticed that one of them seems to be reverse holo, i.e. the border and image aren't holo, but the space around the text is, as in a normal reverse holo. Is this normal for a Japanese Great card? I know they just introduced reverse holos into the Japanese sets (for reasons I will never understand), so have they incorporated this into their Great cards as well, or is it possibly a misprint?

I believe they have incorporated this style into Greats as well.
