Jungle Mr. Mime's Pokemon Power reads:

Pokemon Power: Invisible Wall
Whenever an attack (including your own) does 30 or more damage to Mr. Mime (after applying Weakness and Resistance), prevent that damage. (Any other effects of attacks still happen.) This power can't be used if Mr. Mime is Asleep, Confused, or Paralyzed.

His attack Reads

[P][C] Meditate 10+
Does 10 damage plus 10 more damage for each damage counter on the defending Pokemon.


For when time is called the tournament rules say that:

If both players have the same number of Prize cards remaining
the current game continues, starting with any in-between turn
effects that take place after the last completed turn, if
necessary, until a Prize card is drawn. The player drawing the
next Prize card is considered the winner of the match and the
match ends.


My question would be what would happen if in a game both players were playing with decks, in which the only pokemon in either deck is 4 of the jungle Mr. Mime. Mr. Mime is weak to psychic, so therefor if it tried to attack the other Mr. Mime with no damage counters on it would be able to do 10 damage x2 because of weakness, so 20 damage. Then if it tried to attack again it would do 10 plus 20 damage for the 2 damage counters on the opposing Mr. Mime, so 30 damage, but with weakness of x2, it would do 60 damage. Therefor that damage would be prevented.

In this scenerio neither player would be able to knock out either player's pokemon. Thus resulting in the game going to the time limit. When time is called, neither player would ever be able to KO either of the other player's pokemon, so no prize could be drawn.

My question is how would this be resolved in a time friendly way. If this were to happen in a tournament and both players knew that the only pokemon in either player's deck was a Mr. Mime, would it be acceptable to after mulligans are resolved, that if both player's had an equal number of cards in their deck, if the game could end right there with the player who goes first being the loser (since they would draw a card first and thus deck out first) if both players agreed they had no way of altering the game outcome.

A player can concede a match at any time.
However, if neither player wished to concede, then the game would be decided by who ran out of cards first and couldn't draw a card at the beginning of their turn.
