1. No. There are two rules involved here.
First, neither Player can evolve a Pokemon on their first turn.
Second, a Pokemon must have been in play since the beginning of the turn in order to evolve.
That includes each step up in the evolution.
So, using normal evolution, it would be Squirtle on turn 1, Wartortle on turn 2, and then on turn 3 you could evolve into Blastoise.
2. If that is all that you have in your discard pile, yes. You would do as much as you can for the Ability.
3. In the Swiss rounds, most tournaments use 30 minutes + 3 turns.
