Is it both or each on the second attack's grammer?
 
The correct grammar is:

<Damage and/or effect...> each Defending Pokémon.

(examples)
*Put 2 damage counters on each Defending Pokémon.

*Each Defending Pokémon is now Poisoned.
 
Okay, dual resistance isn't acceptable for a Basic and Stage 1. I even doubt it for a normal Stage 2.
Double Powder is broken.
Shiftrymaster68's card is a very good fix.
That's how your cards should be.
 
The jumpluff have always had low HP. It's totlly acceptable. Dual resistance for non-dragons/non dual-types are not. But I don't see any dual resistances now.
