There's an active professor list on the MyPokemon page when you are signed into op.pokemon-tcg.com. I don't know how frequently it is updated, though. If they passed, they should appear there.

You can print off the e-mail you get when you pass the professor test.
You can judge a couple of tournaments, then get the baseball cap or polo shirt and show then that you're a professor.
You can print off the front page of your My pokemon account, with the professor options.
As for your question, I can only assume that only TOs are supposed to know them as TOs primarily use profs for judging. They just haven't probably seen a real reason to make names of professors public. Maybe its for security reasons, I don't know.
Yes, probably some privacy regulation issues, though most of them should not apply to profs, since they are over 13. I remember that WOTC list was publicly available, that´s why I am not sure I understand the current restriction
Perhaps okay for US profs, but that sort of age varies from country to country. They may have just chosen 18+ and since you need to be 18+ to be a TO, they'd keep it restricted to that category.
I would love to see the retune of the Professor cards, since I was in the middle of a move and never got mine. Here is an idea Mike L. Maybe each year a professor passes a test they could get a card saying for that year they are a Professor.
