Strategy: Start with Cryogonal and spread with Kingdra and set up for some easy KO's with Twister, which is fueled by Cryogonal, Juniper, Ultra Ball, and Dowsing Machine. Enhanced Hammer slows down plasma decks and decks relying on DCE

Stage 2 – Evolves from Seadra

[C] Twister: 20x damage. Shuffle all [W] and [L] Energy from your discard pile into your deck. This attack does 20 damage times the number of cards shuffled back in this way.
[W] Tri Bullet: This attack does 30 damage to 3 of your opponent’s Pokemon. (Don’t apply Weakness and Resistance for Benched Pokemon.)

Stage 1 – Evolves from Horsea

[W] Smokescreen: 20 damage. During your opponent’s next turn, when the Defending Pokemon tries to attack, flip a coin. If tails, that attack fails.

umm, am I missing something here? Why do you have an empoleon and a dusknoir without their pre evolved forms?

-_- That's 1 Duskull & 1 Dusknoir OR 1 Piplup & 1 Empoleon... with 4 Rare Candy.

As for the actual list, running a Stage 2 "quad" deck isn't really going to work, you're going to get stuck with 1 Horsea getting donked a lot. I think you'll probably need to include some sort of set up Pokemon... Emolga is the only good one that comes to mind. That way you can be getting Horsea ready on the bench whilst Emolga takes the first hit.
If not Emolga, just some other Pokemon to sit up front whilst you set up your Stage 2s.
 
Great Concept, but it needs ex attackers or more basics because thunderus ex donks you automatically
 
It's simply going to take way too long to build up enough energy in your discard pile to attack with power, plus countless switching from snowflakes to kingdra's. Good idea just not functional.
