Hmmm.Your deck needs more drawing and searching power.Why strength charm?Only Team Magma decks use those, take them out.Also, you don't need that many water energies, just take some out and put in some more darwing and searching cards.
 
Retaliate is from Dragon, the same set where kingdra ex comes from, not sandstorm. Strength charm is helpful sometimes because the max damage kingdra can do is 90 damage and a lot of pokemon have 100 HP. I say you can go for it if you have enough deck space.

Which Dragon seadra are you using? The agility one is very good in desparate situations but the water arrow one can target any of your opponent's pokemon.

Take out 4-5 energy and put in more draw trainers.

hmmm thanks for the idea for the retaliate Horsea's, I've been using the Dragon ones because of Swift, but that seems like an even better idea.

I use the Agility one because it gives me that, AND also a straight 40 with no strings attached.

And Strength Charm is actually more of an anti-Ray tech than anything, since Blaze is HUGE in my area *Pidgeot + Strength Charm = OHKO Ray*

And when Boost comes back:

-2 DRE
+2 Boost
 
Someone suggested earlier that Metal Master could use Milotic, and I want to say my experience with it. I used Milotic in my best deck, and I have found it to be a life saver. I has won quite a few unofficial battles with friends using my two Milotic and a Gyrados. The Gyrados who's rarity is a dimond and I think comes from the Sandstorm set, needs five energy, no discards, and does eighty damage every turn. I think that it definately deserves its reputation as a powerful water snake! The only problem with Gyrados is getting through the Magikarp stages alive. I would put a minimal amount of Magikarps in your deck, but enough to ensure that you will get to play Gyrados. Milotics unevoled form, Feebas, has an attack that may allows you to search your deck for Milotic and put it on Feebas. I think the rules where changed for Feebas though, and now you will have to flip a coin to have it evolve. Still, it only costs you one water energy, and Millotic has 100 HP, pretty good, huh? Also, Milotic's Poke-Power, Healing Shower, heals you and your opponant of all damage counters, even the ones on the bench when you play Milotic from your hand. This Poke-Power is optional. In addition to that, Milotic can attack for 30 damage with 2 Energy (One water, one colorless) and 80 damage with 2 Water Energy and 2 Colorless Energy. All in all, it is a powerful wall and attacker. However, Milotic's Distorted Wave attack heals your opponant's Defending Poke'mon of 3 damage counters before doing the 80 damage. Oh, well...I hope this has helped you with your deck, Metal Master. :D

Is the Retaliate Horsea uncommon? I don't have any of those. For the Seadra, I was using two from TRR and one of each from Dragon.
 
I've brought back Kingdra-ex and like the idea of usingfurret. I've been looking for something to go with it--thanks for the idea, I'll try it out this weekend!
I have been using Piloswine and Quagsire but keep stalling out. Maybe Piloswine/Furret? Personally I like the Seadra that can hit the bench with Kingdra-Ex
genetic memery (can't remember the set or attack and am not at home with my deck in front of me).

What do you all think?

Yah, it's the uncommon one. Keep in mind that that horsea only has 40 hp and retaliate requires a flip... Other than that TRR horsea is decent enough I guess.
