Kyurem PLF 31 and Float Stone Keldeo

Hi!

If Kyurem PLF 31 uses Blizzard Burn, then next turn, Keldeo uses Rush-in/Retreat and the SAME Kyurem is back as the Active Pokemon, can that Kyurem actually attack? The card says THIS Pokemon can't attack next turn. Does making it retreat and come back as the active Pokemon changes the fact that it IS the same Pokemon?

It doesn't change the fact that it's "this Pokemon", but what it does do it clear all effects on that Pokemon by it going to the bench.
All Attack Effects AND Special Conditions are removed when a Pokemon goes to the bench.
The "can't attack next turn" clause is an attack effect.
