Laser w/ Virizion EX out

Opponent has Virizion EX out and active has a grass energy. There is no Garbador on the field.

Can I play hypnotoxic laser? I suspect so, but how does that not violate the rule against playing a trainer to no effect on the game state? How do I explain this to the players in a judging situation?

nvm, found it in the Compendium. Leaving here for reference.

Q. If I have Virizion EX on the bench and my Active Pokemon has a Grass Energy attached, would my opponent be able to play Hypnotoxic Laser since the Pokemon with Grass Energy attached "can't be affected by special conditions"?
A. The opponent can play Hypnotoxic Laser, but its effect would be blocked. (Aug 15, 2013 TPCi Rules Team)

Glad you found it.
In short, the effect would be applied but then blocked by another effect (from Virizion EX).
