League and proxies

Hi there.

I receently got a question regarding proxies during league play. If the league leader is allowed to ban proxies from his or her league while allowing people to play with cards which are already rotated. Can a league leader really do that?

League Leaders have a wide latitude in what rules they set for their leagues.
Some only allow Modified legal cards.
Some allow cards from all sets.
Some allow proxies, and some don't.
The one thing all Leagues are not allowed to tolerate are counterfeit cards.
