Level 1 Format: Need your Help!

Hello everyone - I would like to put together a new format to play in (for Pokemon BW). I need your help in establishing which Pokemon are too powerful. Essentially, I want the format to allow for play of unevolved Pokes that would not normally see play (Sneasel, Larvitar, Rattata for example). To do this, some of the more powerful Pokemon (Snorlax, Chansey, Sigilyph, etc.) would need to be banned.

For the format, I would like to have these rules:
-Every Pokemon must be at Level 1 (with no experience) before entering the battle (and be brought up to Lv. 50 for the battle)
-No Items (For simplicity's sake, could revoke this rule)
-No duplicate Pokemon
-Pokemon on the banned list are ineligible
-Double Battles

Banned list:
-Evolved Pokemon (e.g. Arcanine, Sunflora, Jolteon, etc.)

My main questions here are:
1) What am I forgetting (rule-wise)?
2) Which Pokemon should be banned to allow for a larger variety of viable Pokemon?
3) Is this a result of testing, or theory?
4) What are your thoughts on this format (in which EVs don't apply)?

Banned list should have legendary pokemon because someone may hack there game to get a lvl 1 legendary since legendaries are unevolved too and they could destroy everyone
 
^I would say Uber clause if anything.

I'd say keep it to standard rules, single battles. Does the Box trick work anymore? If it does, they you could get a EV trained Lv. 1 (although it would be very difficult....)

As black/white - there is no need for the box trick. Stats are updated IMMEDIATELY after receiving and EV's.

You would know this if you played the game rather than PO :thumb:
 
^I do play the game...I EV and IV stuff....

I just never really noticed the stats increased.

Besides, PO is boss anyways lol.

But back on topic, DEFINITELY ban Sonicboom and Dragon Rage. For obvious reasons.

Well, if they're Level 1s that are brought up to 50, Dragon Rage and Sonicboom shouldn't need to be banned, right?
