i cant think of a proper way to present this question so im just going to give you an example

New game, we both draw, and i get heatran, and heatran x is in my hand
I draw, and i get a broken-time space.
Can i place the level x onto heatran or do i always have to wait for level x's. Is there a way around this feature such as rare candy, or does rare candy work on level x's?

BTS is only for evolving. So no, you can't cut the lv. x requirements with it.

The only cards that go through the wait a turn and the being active are either Porygon Z (promo) and level max (platinum). At least from what I can recall (and porygon Z has to use an attack).
