Leveling Up

when diamond and Pearl was realease i thought i read somewhere on the list of rules that any card can level up into a different version of it if the level was higher, but lvl X counted as highest.

For example could i level up a Flygon lvl 60 (Secret Wonders) into a Flygon lvl 65 (Rising Rivals)
