I have a Jakks Pacific Vaporeon figure (still in the packaging) and the bottom half of its mane is blue instead of white. I was wondering if there are any others and how much it would be worth.

I believe they were all made like that...

I don't think so, the other one on the rack had the bottom fin painted white

I have only ever heard of the blue fin vaporeon, as on another community I belong to, people pay for others to paint the vaporeon's frills white
