Kadabra. Hasn't been seen since the E-card sets. And it likely never will be seen again.

As other people have said, Kadabra is a special case. It should not be used to judge the average amount of time that a Pokémon will be out of the rotation.
As soon as Uri Geller dies we will see another Kadabra. Until he croaks, Kadabra will be sorely missed in the TCG.
