Lost Link and Special Conditions

Mew Prime's Poke-Body - Lost Link says that Mew can use the attacks of Pokemon in the Lost Zone.

Can Mew use Lost Link when it is Paralized? (Is using the Poke Body an "attack" or just invoking the Poke Body?)

Mew can use the Poke-Body when it is Paralyzed, but that just gives it access to the attack.
It must still meet all requirements of actually doing an attack to perform an attack, which mean that it can't be Paralyzed.
