ludicolo cheerful voice question?

this popped during a league match, cheerful voice says that next turn any damage done by ludicolo to the defending pokemon is boosted by 60,

then one of the players said that the effect was on ludicolo and on his defending since it said damage done to the defending. And if he would retreat his active for another pokemon then ludicolo wouldn't do 60 more damage. I think the effect only resides on ludicolo but i need an oficial ruling.
